2. HIV/AIDS: a threat to humanity. Measures to combat the pandemic

Introduction


The global problem of the AIDS/HIV is one of the most serious that our generation faces today. AIDS represent a new global threat, an extraordinary situation, a danger to the mankind. To fight it we need permanent common efforts. The AIDS epidemic is a special kind of a crisis. Not to lose the possibility to fight it effectively and operationally we have to consider it as a crisis and a long-term problem for the development at the same time. This signifies that we must stop considering AIDS as just one of the numerous problems we face. The AIDS epidemic has an extraordinary nature and demands extraordinary measures which must be creative, effective and flexible.
Meanwhile, the experience witnesses that we can change the natural direction of epidemic development. To do with we should combine the leadership and comprehensive actions. During 20 last years we managed to get considerable successes, to understand which approaches are better working but we stall have to admit that we couldn’t find effective remedy to win the disease. Today we are sure that the comprehensive approach to fighting diseases can be more effective. The decisive national leadership, wide awareness of the society and intense prophylaxis allowed a whole range of the countries to reduce the scale of HIV infection dissemination.

The situation about HIV infection in Russia where the first case was fixed in 1985, deteriorated in 1996 – this years we witnessed an explosion of HIV infection in many Russian regions due to consumers of injection drugs and the dissemination of the virus obtained an epidemic nature. In March 2005 the general number of HIV infected people in Russia exceeded 314 000 persons, but the real number of people infected is considerably more. According to the statistics of UN HIV/AIDS Program, the number if persons infected in Russia is about 860 000 persons and other sources mention the number between 420 000 and 1 400 000 persons.
The facts of AIDS/HIV infection are fixed in all Russian territories, but of course, there are many regional distinctions in different regions. The fact that is especially dramatic is that 70% of all the persons infected live in 10 most developed regions and the majority of HIV infected persons are the young able-bodied people.
