The Conference “National Security and Civil Freedoms: in Search of a Balance”

During a few last years the threat and reality of terrorism have increased in geometric series. All the world’s states try to apply all possible efforts to solve effectively security problems. Because the fight against terrorism continues, it is very important to analyze compromises the states use to provide their own national security – often to the prejudice of civil rights and freedoms.
Many states of the world, particularly, G8 states are deeply concerned about the tendency to use the threat to the national security as a tool for limiting civil freedoms and citizens’ rights.
Because all G8 states faced this dilemma, it is absolutely vital to begin a dialogue between those concerned about the security issues (researches, politicians, special services etc.) and those protecting civil freedoms and human rights (NGOs, lawyers, scientists, Mass Media).
The Conference “National Security and Civil Freedoms: in Search of a Balance” is taking place on the eve of the G8 summit in St Petersburg this July. It will allow the G8 countries experts to discuss this issue professionally, constructively and minutely.
The Conference is being held within the framework of NGO activities during the G8 summit preparation under the aegis of the non-governmental process “Civil G8” coordinated by the International Advisory Council under the chairmanship of Ella Pamfilova the Chair of Civil Society Institutions and Human Rights Council under the President of the Russian Federation. The Conference is being organized by “New Eurasia” Foundation, Center for Democracy and Human Rights and Kennan Institute.
