The International Forum “Civil G8-2006”. The Round table discussion on the problems of Human security, 9-10th of March. Short reporting.


The Round table participants managed to determine the schema of the discussions on the whole spectrum of the problems – non-proliferation of the weapon of mass destruction, fighting the international terrorism and regional conflicts settlement.

Daniil Kobiakov of Moscow PIR-Center informed the participants about the general statistics on the problem of non-proliferation, about the history of G8 participation in settling the problem of non-proliferation, the dynamics of annihilation of chemical weapons and utilization of atomic submarines. He said it was very important to create and develop the mechanism of the civil control over the financing the annihilation of mass destruction weapons. Particularly, it is important to analyze the possibility of the cooperation between the states and private business. This is the problem not only of Russia but also of all international community.

The participants stressed that the civil society must present not professional, civil demand for the G8 Group. Oleg Orlov, Memorial, Moscow, said it was important to avoid double standards within the evaluation of all aspects being discussed – terrorism, non-proliferation and regional conflicts. It is very important today when we witness explosive events in various regions all over the world – Iran, Iraq, Chechnya etc.

The experts also stressed the important role of Mass Media in covering the most acute problems within the framework of the issue, the necessity of the scientific approach to the analysis of religious and national conflicts.

The President of the Democracy and Human Rights Center Yuri Dzhibladze stressed that the issue of fighting terrorism is so important that could be included into the G8 summit agenda even in 2006. To his opinion, the civil society institutions of the Russian Federation are interested to use the Russia presidency in G8 to strictly formulate their ideas and to pass them to the G8 leaders. The role of Russian NGOs in ensuring the respect of human rights within the framework of fighting terrorism is extremely important.

The participants mentioned the dramatic nature of all issues being discussed from the standpoint of the New-York tragedy in September, 2001, when the World has felt its vulnerability in front of this threat. For the first time in their life many people thought how really tragic can be the consequences of the terrorist act and regional conflict if the terrorists possess the possibility to use waste technical resources and the weapons of mass destruction.

The expert on the international efforts in fighting terrorism Risto Pentilla (Finland) stressed the importance of such aspects as the financing terrorism and the help for the poorest countries to reduce the social and economic base of terrorism. It is important to press permanently on the governments and international organizations able to play an effective role in fighting international terrorism.

Dapo Oyewole of the Center for African Policy and Peaceful Strategy touched upon such important aspects of fighting terrorism as the respect of human rights, non-interference into the internal affairs of sovereign states etc. Many participants have supported this position mentioning the importance of human rights respect and equal rights for all states within the framework of fighting terrorism

Mara Poliakova of the Independent Legal Expert Center proposed to create a NGOs expert group which could professionally analyze the terrorism problems, as well as the settlement of regional conflicts and non-proliferation issues.

Many participants spoke about the necessity of strict determination of terrorism, terrorist acts and other important definitions. Nowadays the legislation of many countries has no common approach to the terminology, what creates many problems in finding solutions to the problem. This issue must be in the center of attention of not only professional lawyers and jurists but also of national and international NGOs.
