Commentaries of M.Kamynin, the Russian MID official representative, on the Mass Media concern about the problem of traffic-in-persons counteraction in Russia.


Question: Could comment on the USA Ambassador in Moscow, Mr. Berns, statement that Russia needs a “special central organ”, responsible for the traffic-in-persons problems.

Answer: Traffic-in-persons is a complex, “multisectoral” problem. A lot of different problems are tightly connected here: those of organized crime, illegal migration prevention, restricted regulation of the so-called “sex-Industry”, judicial, social and medico-psychological help to traffic-in-persons victims, along with a number of other ones.
If you look at the core reasons for the traffic-in-persons spread, we’ll see that the problem is rooted in the present disproportions in social and economic development of the certain countries and regions. That’s why the poverty reduction and the living standards’ improvement are considered by the world organizations as the core strategy in traffic-in-persons counteraction.

As you can see, the complexity and the scope of the problem create the situation which can not be handled by a single authority. To cut the “trafficking” we need to unite the efforts of different ministries and departments in concern: Head Office of the Public Prosecutor, MIA (MVD), Ministry of Economy Development, Ministry of Health and Society Development and others. This is being done now.

.Ministry of Interior Affairs also contributes to the traffic-in-persons counteraction. Our counselors ate the “frontier” of the problem as we support and help our citizens who fell victims of this criminal business being abroad. Every year we save several hundreds people from the hands of “slave trade” and help them get back to Russia.
Within its framework, MIA of Russia actively cooperates with all the other executive power structures that are responsible for the “trafficking” counteraction.

Question: Mr. Berns also pointed out that the USA is ready to share its experience in the traffic-in-persons problem with Russia. What do you think about the perspectives of Russia-USA cooperation in this field?

Answer: Russia is open for the two way or multi way international cooperation in “trafficking” counteraction. We have developed good contacts with American partners in this sphere, we have created a group of Russian-American specialists, it has already started its work.
As for applying American experience in Russia, we are ready to use innovations that would be acute for Russia’s reality. As life shows, it is hardly possible to copy somebody else’s schemes of work and it is not worthy. Every country is free to form its individual most optimal mechanisms, develop its legislative and other forms of efforts to overcome traffic-in-persons problem.
