Ella Pamfilova: the cause of xenophobia is the low legal and social culture

“We are deeply concerned about today’s situation. I think the legislation regulating responsibility for xenophobia must be toughened to avoid gaps that law-enforcement bodies can use”, - said Ella Pamfilova, the Chair of the Civil Institutions Council under the President of the Russian Federation during the briefing within the framework of the G8 summit.
Pamfilova said sometimes the law-enforcement bodies start criminal cases of hooliganism instead of prosecuting for xenophobia, racism and extremism. “This mustn’t exist at all”, - she said. Pamfilova supported the idea of toughening the responsibility not only for criminals but also for law-enforcement officials for replacing the article.
”We have a unique experience of inert-religious and inter-ethnic co-existence in Russia, - Pamfilova said. – As to anti-Semitism, it is less here than in many cities of Europe. The more Jews live her, the better it is for Russia”.
Pamfilova also said that the cause of xenophobia and national intolerance is, particularly, the low legal and social culture.
