- Valentin Mikhailovitch, the quality of the primary and secondary education is one of the key problems that the society always was interested in. How do you think, what are main problems of the primary and secondary education in today’s Russia and how the civil society can influence it?

- Valentin Guefter:
In general, there are different evaluations of the quality of primary and secondary education. There are experts speaking about the minuses of education, there are other experts mentioning certain successes in this sphere. Of course, there are good examples of trusteeship in Russian regions, for example. And the civil society must influence the development of education. And we witness today some examples of such influence.
But I must admit, that the efforts undertaken are not enough. It is very important to support local initiatives, for example, self-governing school; which are an effective mechanism of influencing the process that we need. The civil society is able to influence many directions of educational process – from the teachers’ engaging to he quality control.

- In the sphere of high education there are also many problems. Is the problem of high education acute for Russia? What is position of the civil society and commercial structures in this question?

- Valentin Guefter:
I’d like to warn, that the elite education and commercial education are not the same thing. The commercial education today has two main features.
First, often we witness a poor quality of the commercial education. )I speak not only about the graduates’ knowledge, but also about the professors’ qualification. Second. If we pronounce “elite education” and we mean “high quality education”, we have a risk to get both noble metal and ore. There will be some youngsters going abroad and getting favorable jobs, and what about others who haven’t got enough money to pay for it? The aim is to create equal start conditions for all, but to mark out most talented.
