"Business and Society: mechanisms of interaction". Recommendations of the Forum on the meeting of the heads of G8 countries in St. Petersburg in July 2006


1. In order to make the relationship between the state, business and society productive, we draw the attention of governments to the need to create favorable conditions for the development of a constructive trilateral dialogue, monitoring the fulfillment of the agreements achieved, creating standing tripartite forums to identify social orders and a balanced engagement of businesses in the life of society.

2. We realize that today the world is facing problems of such a nature as lack of resources, poverty, pandemics, social insecurity, illiteracy, low life expectancy. The involvement of the private sector is necessary to resolve these issues. At the last G8 summit recommendations were expressed on the solution of the problem of poverty and other millennium goals. By creating jobs and efficiently using resources business is making contribution to the solution of these problems. Business, of course, cannot on its own resolve global problems. However, it can make a significant contribution to their resolution. We propose to the governments to encourage on the international level the voluntary social contribution of business, and to support and create conditions for entrepreneurial initiatives of non-profit organizations in the form of horizontal partnerships with the business community to serve the purpose of accomplishing societal tasks.

3. We understand that there is a demarcation line between the zones of responsibility of businesses and the government. The responsibility of the government is to ensure optimal tax collection and reporting to the public on where the funds are allocated. Whenever the government needs additional resources, it is the responsibility of the government to build dialogue with businesses on the basis of private-public partnership. We recommend adoption of additional legislative measures to optimize the state-business relationship and taking appropriate initiatives to engage the civil society in the process for its equitable involvement in the process.

4. We call upon states to adopt new rules of economic development, which would be the result of the state laws, on the one hand, and agreement between civil society institutions, on the other hand. In order to link economic development to the need for social sustainability.

5. We call upon states to assess any expressions of corruption as a destructive element in the relationship between business and society. An effective contribution of governments into the struggle against corruption may be, on the one hand, the creation of clear and transparent rules of economic management, and on the other hand, rendering support to individuals, associations and businesses, which had suffered from corrupt activities.

6. 6. We call upon the governments to carry on international dialogue on problems of civil society and on civil society’s involvement in discussions of issues raised at G8 summits.
